Not sure - It should be possible to put the image in a <div> and then apply the snowing effect to that...

It may be easier to get someone to whip up a flash animation that has your image as a background and then the snow on it and use that for the festive period and then switch back?

This is probably the best way of doing it - it's a JS script that is seperate from all your other files - you just call the JS where you want it to be.
